There is a need for better person-to-person communications in a large-scale disaster—the classic examples being hurricane Katrina and the yearly western wildfires.
There is a convergence of enabling technologies that make a much simpler, and more resilient, person-to-person communications system practical—moreover, these technologies fall most closely under the expertise of the IEEE membership.
